Almost always, yes. Old pad compresses and breaks down, and new carpet over tired pad wears out faster and feels flat. We include fresh pad in every quote and match its density to the room, with a firmer pad on stairs and a plusher one in bedrooms.
We can, but we rarely recommend it. Tack strip nails would permanently damage the boards, and you would lose a floor that could be refinished later. A better route is often to refinish the wood and add an area rug, or we can discuss it during your estimate. Our Boulder customers with older bungalows ask this a lot.
